Look around the picture. Do the discs turn?
They seem to spin, though nothing moves. Stare at the middle of one disc and it stops.
Why? Around each ring the colors go black, blue, white, yellow, again and again. Your eyes handle each step from dark to light a little late, and the delay looks like turning, most of all at the edge of your view. Akiyoshi Kitaoka designed it in 2003.
